The Office of Health Strategy (OHS) has released the draft Hospitals’ Community Benefit Summary and Analysis Report FY 2024 for public review and comment. The report is available here.
Public comments are due to OHS by Friday, May 22, 2026.
The Connecticut Hospital Association (CHA) will be submitting a comment letter underscoring that the final report should provide a complete and accurate review of hospitals’ community benefit expenses, community building activities, financial assistance, and other investments that address community needs. CHA’s comments focus on the report’s framing, interpretation, methodology, and recommendations.
Among CHA’s recommended revisions are to make the increase in hospitals’ community benefit spending, despite continued financial pressure, including labor, supply, pharmaceutical, and inflationary cost growth, a central key finding; highlight the increase in charity care; accurately describe the breadth of hospital financial assistance policies; and acknowledge that Medicaid underpayment remains the largest and most persistent community benefit issue for Connecticut hospitals.
