PROUD | Know Your Role: An Overview of CAPTA and Family Care Plans for Hospital Providers

Delivered by the Substance Exposed Pregnancy Initiative of Connecticut (SEPI-CT), this interactive in-person workshop wraps up the 2026 Parents Recovering from Opioid and Other Use Disorders (PROUD) Summer Series, themed Strengthening Care for Parents in Recovery.
Training Objectives:
- Learn Child Abuse Prevention and Treatment Act (CAPTA) and Comprehensive Addiction and Recovery Act (CARA) legislative requirements.
- Learn how to develop Family Care Plans (FCPs; formerly known as “Plans of Safe Care”).
- Learn how to implement your role to support CAPTA and FCPs.
- Identify resources available for clients, patients, and providers.
- Learn about SEPI-CT.
Federal and Connecticut legislative mandates require Connecticut hospitals and health systems to implement CAPTA and FCPs. It is critical that hospital staff who work with pregnant and/or parenting individuals who have had substance exposed pregnancies understand their respective roles.
This training is intended for: OBGYN, psychiatry, nursing, social work, and mental health professionals
Participants are eligible to receive 1.5 continuing education credits (CECs) through the CT National Association of Social Workers and 1.5 Contact Hours through the CT Certification Board.
HIPAA Privacy, Security & Breach Rules: Keeping Current to Remain Compliant

This on-site program will provide a comprehensive review of the HIPAA Privacy Rule and HIPAA Breach Rule requirements for healthcare providers. The session will focus on key trends in regulatory enforcement of protected health data and what is on the immediate horizon. There will also be an overview of the proposed HIPAA Security Rule overhaul with a comparison to current cyber security obligations, including a discussion of the impact and challenges created by Health and Human Services (HHS) delaying in the implementation of the new Security Rule until 2027 or later.
The program will also address the importance of prioritizing HIPAA security planning in the face of increasing cyberthreats disproportionately affecting healthcare.
Topics of special interest that will be reviewed:
- Patient, provider, and government access rights
- Emerging state law data protections
- Data tracking and implications of “big data” and artificial intelligence
- Sensitive data challenges
Target Audience: The program is designed for compliance professionals, privacy and security officers, risk managers, in-house counsel, health information/data management and health informatics professionals, and others with responsibilities for HIPAA compliance. The session will provide a working knowledge of HIPAA requirements to those new to this area, as well as drilling down into focused compliance challenges for those currently involved.
Speaker: The program presenter is Jennifer Cox, JD, a frequent and popular presenter at CHA, and a founding member of Cox & Osowiecki, LLC, a law firm representing all levels of healthcare institutions and providers in regulatory matters, privacy and security issues, and business advice.
