Connecticut 2026 Legislative Session Nears Completion


The Connecticut General Assembly’s legislative session is entering its final stretch, set to adjourn sine die on Wednesday, May 6, at midnight. Lawmakers are working to finalize key policy and budget decisions in the days ahead, including the adoption of a new hospital tax model, certificate of need (CON) reform, and restrictions on private equity investments in healthcare.

The hospital tax is one of the most significant healthcare issues under consideration this year. With the June expiration of a state settlement between hospitals and the state of Connecticut that currently governs the tax, timely action is needed. Details of a new hospital tax agreement with state leaders are still being finalized, with efforts focused on a transformative update to support the healthcare delivery system amid ongoing Medicaid underpayment and emerging challenges tied to federal policy changes, including Medicaid cuts and eligibility changes.

The Connecticut Hospital Association (CHA) continues to work closely with lawmakers and state officials to finalize the details ahead of the state budget vote. CHA will provide hospital leaders with updates as the final parameters of the state’s direction on the future of the hospital tax are finalized.

During the 2026 Legislative Session, CHA testified on nearly 100 bills and provided input and advocacy on dozens more.
