HARTFORD, CT — The Connecticut Conference of Municipalities (CCM) has expressed its “disappointment” over the level of municipal aid in the newly approved budget, with the organization’s leader saying that at-risk youth will be the most negatively impacted.
The budget includes a $40 million annual boost to cover excess costs incurred by municipalities as well as an additional $30 million in Special Education and Expansion Development (SEED) grant money for towns and cities that are facing increasingly burdensome costs for special education services.
