New HRSA/CMS Organ Procurement Reporting Requirements – 9/22/2026

Beginning October 1, 2026, the federal Health Resources and Services Administration (HRSA), in collaboration with the U.S. Centers for Medicare & Medicaid Services (CMS), is implementing changes to the quality and regulatory reporting requirements for organ procurement organizations (OPOs). 
 
Join the Connecticut Hospital Association (CHA) and New England Donor Services (NEDS) on Tuesday, September 22, 2026, at noon, for a virtual issue-based forum to learn more about these changes and how they will impact hospitals.  
 
Alex Glazier, president and CEO of NEDS, will lead the discussion and explain the new reporting requirements for OPOs, including how instances of “hospital interference” in organ procurement operations will be identified and reported.
 
Who Should Attend:
While all employees of CHA member organizations are invited to attend this virtual issue-based forum, those who work in the following areas are encouraged to participate: patient care, patient representatives, spiritual care, social work, compliance, risk, and in-house counsel.

Background:
The new requirements for OPOs include reporting on demographic information, cause of death, donor suitability, registry status, OPO process data, and more.  One major change is the additional requirement to report instances of “hospital interference.”  Per HRSA, this includes reporting on the following:

• Ventilated Patient Not Referred: These are vented patients that meet the clinical cues for referral to New England Donor Services (NEDS)/OPO, but were never referred; these patients would be identified during the required Death Record Review Process
• Referral Made Outside of Timely Requirement: An “untimely referral” is any vented patient who is referred to the OPO after a CMO discussion or decision
• Unplanned Extubation After Referral: These would be vented patients who were referred to the OPO, but removed from life-sustaining treatment prior to the OPO determining suitability/engaging the family in discussion about organ donation
• Hospital Blocked OPO Approach: This would be a scenario where the hospital partner/provider did not allow the OPO to engage in a donation discussion with the family
• Clinical Support Not Provided: These would be scenarios where the hospital partner did not clinically maintain the opportunity for organ donation prior to determining medical suitability or engaging the legal next of kin in an organ donation discussion
