Settlement allows Hartford HealthCare to acquire Wallingford-based cardiology practice

Hartford HealthCare has received state approval to acquire Consulting Cardiologists P.C., a Wallingford-based physician practice with 10 locations across central and southern Connecticut.

The state Office of Health Strategy approved the deal through an agreed settlement that was signed June 3. The agreement ended a Certificate of Need review of Hartford HealthCare Medical Group’s proposed acquisition of the cardiology practice, which is based at 102 Barnes Road, in Wallingford.

Consulting Cardiologists provides clinical cardiology, noninvasive cardiac imaging and cardiac transplantation services. It operates offices in Hartford, New Haven and Middlesex counties.

HHCMG is the physician organization of Hartford HealthCare, which operates seven hospitals and a statewide network of outpatient facilities and physician practices.

According to the settlement agreement, the acquisition includes a capital expenditure by Hartford HealthCare of approximately $3 million.

The proposal was filed with OHS in January and deemed complete on April 1. No public hearing on the CON application was held after the agency received no requests for one.

As part of the agreement, HHCMG agrees that all final clinical and medical decisions for patients of Consulting Cardiologists will continue to be made by physicians and other licensed medical providers following the acquisition.

The settlement also requires that clinical standards and policies be overseen by HHCMG’s quality and credentialing committee, or a similar board committee, whose membership must primarily include clinicians and licensed medical providers. The committee will remain responsible for monitoring quality of care, clinical safety and patient safety.

The agreement allows Hartford HealthCare and its Heart & Vascular Institute to participate in clinical initiatives and provide input, but it specifically preserves physician-led decision-making authority over patient care.
