CT renews Anthem, Quantum Health contracts for state employee health plan

Connecticut will continue using Anthem Blue Cross and Blue Shield and Quantum Health to administer the state employee health plan and the municipal Partnership Plan following a competitive bidding process, Comptroller Sean Scanlon announced.

Under the new agreements, Anthem will remain responsible for medical claims administration and will resume utilization management services. Quantum Health will continue providing member advocacy services and administering the Health Enhancement Program. Ameriben, Anthem’s third-party administrator platform, will oversee medical claims administration under the new contract structure.

The contracts are expected to generate at least $8 million in savings over three years, according to the comptroller’s office.

State officials said plan members should not experience significant changes to coverage or benefits because the state retained its existing vendors. Implementation will center on administrative and contractual updates.
