HB 5453, An Act Requiring A Study Regarding State-Wide Essential Worker And First Responder Job Classifications
TESTIMONY OF THE CONNECTICUT HOSPITAL ASSOCIATION
SUBMITTED TO THE PUBLIC SAFETY AND SECURITY COMMITTEE
Thursday, March 12, 2026
The Connecticut Hospital Association (CHA) appreciates this opportunity to submit testimony concerning HB 5453, An Act Requiring A Study Regarding State-Wide Essential Worker And First Responder Job Classifications.
Connecticut hospitals make our state stronger by delivering nationally recognized, world-class care, supporting jobs and economic growth, and serving communities across Connecticut. Every day, hospitals improve access, affordability, and health equity — providing care to all patients regardless of ability to pay. At the same time, hospitals invest in their workforce and local communities, even as they navigate significant financial and federal challenges.
HB 5453 requires the commissioner of administrative services, in consultation with the commissioner of emergency services and public protection and the labor commissioner, to conduct a study regarding statewide job classifications for “essential worker” and “first responder” and submit a report concerning the study results.
The full intent of this study is unclear. In lines 6-13 the bill requires the study to determine the effects, if any, these classifications would have on the jobs that fit into these categories including but not limited to any effect on employee benefits or job requirements.
Depending on how the terms “essential worker” and “first responder” are defined, the terms could encompass a broad range of healthcare professionals who work at hospitals and in pre-hospital settings. Therefore, should this bill move forward, CHA would appreciate being part of these discussions.
