The Connecticut Hospital Association (CHA) appreciates this opportunity to submit testimony concerning SB 19, An Act Concerning Funding For School-Based Mental Health Services In Certain Rural Areas. CHA supports the goals of this bill.
Connecticut hospitals make our state stronger by delivering nationally recognized, world-class care, supporting jobs and economic growth, and serving communities across Connecticut. Every day, hospitals improve access, affordability, and health equity — providing care to all patients regardless of ability to pay. At the same time, hospitals invest in their workforce and local communities, even as they navigate significant financial and federal challenges.
Pediatric mental health continues to be a significant and growing concern. Post-COVID impacts, social media influences, and broader societal stressors have contributed to sustained increases in mental health needs among children and adolescents, both in Connecticut and nationally. Early intervention focused on emotional regulation, impulsivity, pro-social development, and school engagement is essential to improving long-term outcomes.
School-based mental health services provide timely, place-based care and offer in-the-moment support, with clear pathways to higher levels of care when needed. These programs are a vital component of a coordinated system of care. From a hospital perspective, ensuring that lower-acuity needs are addressed within the community allows emergency departments to focus on patients with the most complex and urgent conditions, improving both access and throughput.
SB 19 recognizes the importance of maintaining and stabilizing these services for students.
CHA appreciates this effort and supports continued investment in community-based mental health infrastructure throughout the state that benefits children, families, and the broader healthcare system.
