The Connecticut Hospital Association (CHA) appreciates this opportunity to submit testimony concerning HB 5036, An Act Streamlining Residential Solar Permitting And Energy Infrastructure. CHA supports Section 2 of HB 5036.
Connecticut hospitals make our state stronger by delivering nationally recognized, world-class care, supporting jobs and economic growth, and serving communities across Connecticut. Every day, hospitals improve access, affordability, and health equity — providing care to all patients regardless of ability to pay. At the same time, hospitals invest in their workforce and local communities, even as they navigate significant financial and federal challenges.
Section 2 of HB 5036 removes the requirement for an environmental impact evaluation for the: (1) installation of electric vehicle (EV) charging stations and associated charging infrastructure, and (2) installation and construction of a solar photovoltaic facility on developed land if the owner, lessor, or operator receives state funding.
Connecticut hospitals have been active adopters of EV charging stations for patients, visitors, employees, and the communities they serve. Additionally, as part of their efforts to promote sustainable energy sources and reduce their energy bills, hospitals have also been active adopters of solar photovoltaics. In some cases, Connecticut hospitals have even installed solar panels on their parking facilities to ultimately feed the electric vehicle charging stations located there.
At a time of evolving consumer transportation needs and increasing electric costs, particularly for large institutional purchasers, Connecticut hospitals welcome this proposal from the governor to remove these administrative requirements, as it would help ease regulatory burdens, decrease costs, and reduce construction time for important energy infrastructure projects.
