Connecticut House Republicans Release Budget Proposal


On Thursday, May 1, for what has been tradition in past years, the Connecticut House Republican caucus unveiled an alternative budget proposal for the next two years amid ongoing biennial budget discussions.  This comes a week after the Appropriations and Finance, Revenue and Bonding Committees released their fiscal year (FY) 2026/2027 budget proposals.

The House Republicans’ alternative budget does not include out-of-network rate caps or reduced hospital payments for state employee/retiree care, both harmful proposals included in other budget packages, nor does the package rebase the hospital tax.

The legislative committees’ budget bills revealed last week adopt some of the Lamont administration’s harmful proposals related to hospitals and healthcare, including rebasing the hospital tax and reducing payments for state employee/retiree care.  The General Assembly’s proposed budget bills do not contain out-of-network caps on rates for inpatient and outpatient services, a policy that healthcare providers have strongly opposed.  They also do not contain funding to implement notice of material change legislation that would have added more burdens on and delays to healthcare transactions.  

Connecticut hospitals remain committed to working with legislators, state officials, and the governor to build a state budget that strengthens hospitals and protects patient access to care.
