Connecticut Treasurer To Host CT Baby Bonds Town Hall Discussions


Connecticut Treasurer Erick Russell is inviting the public to attend a series of four town hall discussions on the CT Baby Bond program.  The Treasurer’s office is encouraging regional community leaders and organizations to participate in the events, where Russell will share updates on the program, including outreach strategies, the family notification process, and connections with wraparound services.

Through the CT Baby Bonds program, the Office of the Treasurer invests up to $3,200 into a fund for each baby covered by HUSKY, Connecticut’s Medicaid program, born in Connecticut on or after July 1, 2023.  Eligibility is automatic.  The state expects the value of the investment will grow to between $11,000 and $24,000, depending on when claims are filed for approved uses.  When a participating child reaches adulthood between the ages of 18 and 30 as a Connecticut resident, and after they complete a financial literacy course, they will be eligible to claim funds to be used for buying a home in Connecticut, starting or investing in a Connecticut business, paying for higher education or job training, or saving for retirement.  The Connecticut Baby Bonds Trust has secured the full $600 million needed to fund investments for 12 years of children.

The goal of CT Baby Bonds is to tackle generational poverty, promote racial equity, reduce wealth disparities, increase home ownership, encourage young people to remain in the state, and boost Connecticut’s economy.
