CHA Advocacy Materials Available To Download and Share


The Connecticut Hospital Association (CHA) has developed a package of informational materials to help inform hospitals’ and health systems’ advocacy efforts and educate lawmakers and the public on policy proposals that threaten to harm patients and healthcare.  Available on CHA’s website to share and download are CHA’s annual reports, fact sheets on legislative proposals and policy reforms, Caring for Connecticut campaign social media graphics, and more.

The newest advocacy materials include:

  • CHA’s Medicaid Redesign Fact Sheet: Outlines CHA’s Medicaid redesign framework, which includes increases in Medicaid reimbursement rates across the healthcare continuum and adopts payment reforms that direct funds to community health improvements
  • Governor’s Biennial Budget Fact Sheet: Provides an overview of the potentially devastating impact of proposals in Governor Lamont’s biennial budget, including hospital tax rebasing, out-of-network caps, and reduced payments for state employee/retiree care
  • Connecticut’s Hospital Tax Fact Sheet: Explains the function and history of Connecticut’s tax on healthcare providers, including that revenues support the state’s share of Medicaid and allows it to access federal matching dollars; shows hospitals have collectively lost $1.7 billion since the tax was implemented
  • Out-of-Network Caps Fact Sheet: Details how capping out-of-network payment for hospital inpatient and outpatient services, as proposed in the governor’s budget, would benefit insurers and jeopardize hospitals’ ability to maintain current levels of patient access to services
  • ‘A Patient Journey Supported By Artificial Intelligence’ Infographic: Illustrates how artificial intelligence (AI) is advancing improvements in patient care and creating administrative efficiencies; provides real-world examples of AI technology driving progress in hospitals today
  • Certificate of Need Fact Sheet: Details the ways Connecticut can reform the certificate of need (CON) process to streamline and expedite decision-making, removing barriers to care and supporting the state’s economy
  • Site-Neutral Payments Fact Sheet: Explains how so-called “site-neutral” policies would further decrease reimbursement to Connecticut hospitals and potentially endanger hospitals’ ability to provide life-saving care for the thousands of patients who rely on 24/7 access to vital services

In the final months of the 2025 Legislative Session, Connecticut hospitals and health systems are engaging in discussions with lawmakers at the Capitol every day to elevate issues of importance to hospitals, healthcare, and patients.
