Wallingford – The Connecticut Hospital Association (CHA) released the following statement on the enactment of Public Act 23-147, An Act Protecting Maternal Health, announced today by Governor Ned Lamont:
“The enactment of PA 23-147 further advances our shared goals to support patient choice and ensure access to safe, high-quality care before, during, and after the birth of a child. CHA appreciates the work done by the Governor and lawmakers in partnership with CHA throughout the legislative session to enhance the bill and add a regulatory approach to protect patients and oversee safe operations and care delivery in birth centers. CHA also applauds the measures in this bill to support doula services as an important strategy to improve equity in maternal health outcomes, as well as the creation of an infant mortality review committee, and universal home visiting services. Connecticut hospitals and health systems have worked extensively across the state to expand important services like prenatal, postnatal, and home visiting whereby postpartum support for both the birthing person and baby are provided in the home. PA 23-147 further advances these efforts, building on the work of hospitals and community organizations to increase access to quality care and improve maternal health outcomes.”
