Connecticut’s Office of Health Strategy (OHS) announced Thursday that it had reached a settlement with Johnson Memorial Hospital – including a fine – for terminating its labor and delivery services without approval from the agency.
Johnson Memorial agreed to a fine of $153,000 for closing its birthing center without receiving approval for a Certification of Need (CON). Johnson Memorial initially stopped providing labor and delivery services during the COVID-19 pandemic under an emergency order by Gov. Ned Lamont which allowed hospitals flexibility to discontinue certain services.
